Uncapher points out that at the very time an increase in the alcohol tax was being urged as a means of increasing funding for those with disabilities fiscal mismanagement was causing millions in the DDA budget to remain unspent. Uncapher hopes that "The next time Governor O'Malley talks about his budget increases for Maryland's disabled … someone will be ready to ask - But did they actually get the services you promised?"

Alexandra Brown reviews the recent history of Maryland's electoral processes such as the "cleaning up" outdated voter rolls; no photo id requirements; excessive union interference; gerrymandering of the State's most recent redistricting; and the new mail-in ballot proposal put forth in Montgomery County. Chairman Uncapher reviews Democrat proposals to raise Maryland's gas tax and recent union efforts to prevent large-box retailers from doing business in Montgomery County. He states "Maryland Democrats are trying to get more money from us and to prevent us from having from a choice of going to a retailer who might save us money". Uncapher cites some "workarounds" that can help Marylanders avoid these growing costs, however, he notes these often "involve doing less business in Maryland".

Chairman Uncapher reviews the history of Maryland's Transportation Trust Fund and the taxes raised to fund it. He points out that O'Malley has repeatedly raided the fund to help plug general fund deficits and that transportation spending has been grossly imbalanced to transit projects that account for only 3% of the travel in the state. He concludes that Maryland's business lobbyist support of a gas tax increase for the promise of an improved transportation infrastructure is dumb.

Chairman Uncapher responds to Saqib Ali's recent attempt to stir "controversy" in regard to the scheduled appearance of Fred Grandy as a speaker on the topic of the "Threat of Islamic Extremism to America". Uncapher points out that Ali, a former Democrat State Delegate, contends that "there is no such thing as "Islamic extremism," and therefore any discussion of the topic is a slur against all Muslims" and concludes that, "if Ali is really interested in ecumenical outreach, he should stop denying the obvious existence of this threat".

Earlier this past week Maryland's "Marcellus Shale Advisory Commission" held its first meeting at Rocky Gap State Park. Gov. Martin O'Malley appointed the panel last month to study short- and long-term effects of using hydraulic fracturing to extract gas from the Marcellus shale. The Commission's final report is not scheduled to be issued until August 1, 2014. As a result of the pending review, Maryland isn't issuing any shale-gas drilling permits and is unlikely to do so anytime soon.

Chairman Uncapher reviews the growing controversy swirling around the "State Center", a state supported real estate development in Baltimore. He points out that O'Malley has supported the center's development despite various nonpartisan reports indicating the development "was not in the best interest of the State" and the "checkered history" of the developers. Sandy Tuttle examines recent Democrat-led efforts to raise state revenue by increasing a variety of taxes and fees.
