Bring Back Governor Ehrlich: Send Bob Ehrlich an Email Asking Him to Run for Governor-   

After Governor O'Malley's proposed budget and "State of the State" address, our choice seems clear.  We need to bring back Bob Ehrlich as Governor. Send him the message at ehrlichs.@wbal.com

  

As individuals and families, we understand that in hard times difficult choices must be faced head on.  Procrastination only makes the eventual outcome worse.  Instead of facing our state's challenges directly, Governor O'Malley's strategy has been denial, avoidance and delay.

Facing a $2 billion revenue shortfall, Governor Martin O'Malley has offered cuts to cover only about half of the deficit.  For the other half, he relies on more than $900 million in trust fund transfers.  He continues spending by using reserves created by the state for other specific purposes.  Some $350 million comes from income tax money owed to the counties.  More than $440 million comes from money allocated for capital projects, so that the state winds up borrowing - and paying interest - to fund those projects.

O'Malley's budget also assumes Congress will approve $390 million more in Medicaid funding for Maryland, money contained in the House version of the Health Care reform bill.  Given the demise of Obama Care, the state is unlikely to see this money

The Governor proposed cutting more than $1 billion from state programs.  The proposal shrinks the state government by 202 positions.   However out of an 80,000 state workforce only 44 of the jobs being eliminated are currently filled.

In effect, the heart of the Governors budget strategy has been to furlough state employees without pay, wait for some employees to voluntarily leave state service and then eliminate the jobs of employees who have left.  A more "hands off" management approach is hard to imagine.

Marylanders need not look far to see the consequences of the Governor's management failures on state services.

 

Recently a judge ruled that the State is failing to provide food stamps and other public benefits as promptly as federal and state law requires.  Generally, people who qualify for these benefits must begin receiving them within 30 days.  The court found that more than 7,100 individuals and families were overdue medical assistance and more than 4,100 food stamp requests were delayed past the 30 day deadline.

Circuit Judge Barry Williams ordered the Department of Human Resources to comply with the deadline by the end of 2010.  If the state fails to improve its performance it could be held in contempt of court or ordered to submit to additional remedies.   The state's bureaucrats complained that they could not comply because they needed another 18 months to implement an upgrade in their department's computer system.  

So where is Governor O'Malley in all this?  The very next day he released a press release touting his "Partnership to End Childhood Hunger" with which he intends to make Maryland the first state in the nation to "end childhood hunger within its borders."  The Governor wants to increase participation in the very same food and nutrition programs that the court slammed the state for being unable to comply with the law in administering.

This is a moment that nicely captures O'Malley's essence as a public official.  He is long on rhetoric and grand promises, but very weak on actual performance.  He remains silent about the state's - his - current failures, but he is ready to promise to do more than anyone else.  He just plans on doing it some time in the future.

We already know what happened to O'Malley's 2006 promises to cut electric bills, not to raid state trust funds for the budget, increase jobs or not to allow University of Maryland tuition increases.

Contrast O'Malley with Bob Ehrlich. 

When Ehrlich took office in 2003 he faced a $1.8 billion budget deficit. Ehrlich proved an effective manager.  He turned the deficit into a budget surplus, while avoiding tax increases.  Despite the deficit he inherited, Ehrlich kept his promise to implement the Thornton Commission's recommendations and provided more than a billion dollars in new educational funding to the state's poorest counties.  

Governor O'Malley has avoided responsibility for educational performance in underperforming districts instead of maintaining active state oversight to insure accountability.  In fact, the only school system being held "accountable" by the state is Montgomery County's, which is being fined $23 million for a "maintenance of effort" violation.  Under the current administration, spending matters more than actual results.

In these challenging times we need a Governor who can actually manage the state government to provide the services our taxes pay for.  So please join me in sending an email to Bob Ehrlich, ehrlichs @wbal.comwith a message: "Bring Back Governor Ehrlich."

Montgomery Republicans Fault County Executive Leggett on Crime

New Study Shows  Montgomery Residents Are three times more likely to be a Violent Crime Victims than in Fairfax County Residents

Montgomery County Republican Party Chairman Mark Uncapher February 1st called on County Executive Ike Leggett to allow our police force to do its work to keep all residents safe.  "It is unconscionable that our county's residents are three times more likely to be the victims of a violent crime  than in neighboring Fairfax County," Uncapher stated.  Uncapher faulted recently imposed restrictions preventing individual Montgomery County police officers from contacting the Department of Homeland Security directly when arresting someone for violent crimes and/or weapons offenses.

In September 2009 County Executive Ike Leggett and Police Chief Manger issued a new policy claiming that the "sensitive nature of the issue" required all requests for information or assistance from Immigration and Customs Enforcement (ICE) to go through the Director or Deputy Director of the Special Investigations Division within the Department.  This was a reversal from February 2009 when officers were allowed to report the name of a suspect to agents of ICE so that they could be checked against ICE's database. The old policy allowed officers to "notify ICE by telephone as soon as possible after the arrest."

It should not surprise us that a recently released report from the Montgomery County Office of Legislative Oversight commissioned by Councilman George Leventhal concluded that Montgomery County is experiencing three time as much violent crime as Fairfax County.  Montgomery's rate of violent crime is 235 per 100,000, as compared with 78 per 100,000 in Fairfax. "The report needs to be a very serious wake-up call about the the increase in crime our county is  experiencing," Uncapher stated.  "The County is tying the hands of officers with red tape. Officers are now constrained when arresting suspects of violent crimes to check with ICE.

Volunteer Spotlight:

Sylvia Darrow

Sylvia Darrow

Sylvia Darrow is a transplant to Montgomery County from Kansas. the Sunflower State.  Another moniker for Kansas is the Cyclone or Tornado State which pretty well describes the whirlwind  of political activities which have characterized Sylvia's life here in Montgomery County.

 

If one were to list all the campaigns and projects that Sylvia has participated in over the past years, it would fill a large binder

so, due to space limitations, we can only list a few.  A sparkplug in the Republican Women's club movement, Sylvia has been President of the Potomac Women's club and President of the Montgomery County Federation of Republican Women and now is an official of the Maryland State Federation of Republican Women.   At the grassroots level, Sylvia has done the most essential grunt work as a precinct chairman and a regional chair so she knows and understands the underpinnings of the County's political structure.  Sylvia is most proud of her work in recruiting Republican men and women to fill those essential precinct functions as well as recruiting members for the Republican Women's Federation and encouraging candidates to run for political office.

 

Along the line, Sylvia has served on the Republican Central Committee representing District 15 in Potomac.  She has worked in campaigns on the federal, state and local levels.  

 

Sylvia has earned quite a few awards including the Forbes Blair Lifetime Achievement Award for sustained excellent political performance over the years as well as several coveted awards  from the National Federation of Republican Women for her local Republican women's club when she served as club President.

 

Although the glitzy aspects are good, there are less glamorous projects that Sylvia has done willingly and cheerfully.  These include sitting under the rays of the broiling sun trying to register Republican voters at outdoor venues in the County as well as working the Republican tent at the at the Montgomery County Fair, again baking in the sun or falling victim to torrential downpours while advancing the Republican Party and its ideals.

 

An important cause for Sylvia was the passage of Jessica's Law by the Maryland State legislature.  President of the County Women's Federation at that time, Sylvia together with the State federation launched  a massive letter-writing campaign throughout the state and then delivered those letters personally to the State Senators and Delegates in Annapolis.  This law for the protection of vulnerable children passed unanimously with the lone nay vote coming from District 16 Senator, Brian Frosh. 

 

Now retired from her work as a teacher in the Montgomery County school system, Sylvia also raised a family and enjoys visiting her now grown children and the grandchildren in different parts of the country.  In addition, Sylvia also finds time to be active in her church and engage in scrapbooking projects.

There are 27 Precincts in this district. We currently have chairs for 20 of those precincts. That leaves 7 precincts with no chairs. Three of the chairs in district 39 have attended the Precinct Training. Precinct Training is free, open to all Republicans who want to get involved at the grassroots at any level and is worth attending even if you don't want to be a Precinct Chair at this time. On a cold night in January, when it would have been very nice to be at home by a fireplace with a mug of hot cocoa, more than 50 Montgomery County conservatives boarded a bus in Gaithersburg and went to Annapolis to stand in freezing temperatures to make our voices heard.

 

On the opening day of this years Legislature session, we let our elected representatives know that we have not forgotten the biggest tax increase in Maryland History. We are tired of their spending. We are incensed that Maryland has become the fourth worst state in the nation for business. We are distressed that there has been a huge dollar flight from the state. Millionaires have left the state. Business owners have left the state, even if they keep their business here, they live elsewhere and their taxes and spending revenues go to other states.  


Higher taxes have led to increasingly lower revenues. The state is again relying on Federal dollars to keep us going this year but next year after elections will be seen as an opportunity to once again raise taxes.... That is unless we all work hard in the elections this year and send fiscal conservatives to Annapolis to replace the spenders we now have representing our state


 Get active in this election, it is very important the legislators elected this year will redistrict our state which will have voting ramifications for at least 10 years.

GROUNDHOG DAY! - Maryland Senate Republicans Response to O'Malley's State of the State Address

Groundhog Day is February 2nd.

 

How appropriate that Governor Martin O'Malley chose Groundhog Day for his fourth State-of-the-State address.

 

In the 1993 movie Groundhog Day, comedian Bill Murray plays an egocentric TV weatherman who is sent on assignment to cover Punxsutawney Phil, the groundhog weather prognosticator. Murray's character unravels when he wakes up the next morning only to repeat the same day over and over and over again.

 

Maryland citizens must feel like they live in a perpetual budget Groundhog Day under Governor O'Malley. For the fourth year in a row, Governor O'Malley introduced a budget plan that papers over deep deficit spending by one-time transfers, fund swaps and "found money."

Governor O'Malley continues to plug the hole in the dam instead of providing the long-term structural repairs that are needed to solve the state's gaping black hole of deficits. The next Governor will need to resolve over $8 billion of deficits caused by O'Malley's misguided budget policy.

 

To add insult to injury, these deficits were rolled up by O'Malley after he promised Maryland taxpayers that the 2007 special session historic tax hikes would solve Maryland's future deficits.

 

Moreover, the Governor's recent "found money" fund transfers are questionable practices according to Warren Deschenaux, the legislature's chief budget analyst. In a budget hearing last week, Deschenaux warned that "the roughly $442 million in cash infusions from previously untouchable parts of the budget that O'Malley uses to help close the revenue hole 'amounts to an erosion of accounting standards.'" Citizens of Maryland have seen this act before - in fact, annually for the last four years. Perhaps on Election Day, they will decide that this is a Groundhog Day that they don't ever want to see again. 



 
Pipkin Introduces Maryland 

Health Care Freedom Act of 2010

The Senator has a hearing for the legislation on Wednesday, February 17th at 1pm in Annapolis.  A large showing of citizen activists is strongly encouraged to testify in support of this legislation to show Maryland legislators that Maryland citizens do not want Obama-care. The bill affirms our 10th Amendment rights by enabling individuals to opt out of the federal plan.  It states that no rule or law shall compel any individual to participate in any health care system.  It states clearly that citizens of Maryland are free to select and provide for their own health care and that no law will be enacted which would require the citizens to participate in a health care system.  It states further that no law will be enacted which prohibits or penalizes an individual from making direct payment to a health care provider or for declining to participate in the health care system.

The Healthcare Freedom Act of 2010 amends the Maryland Constitution and will thus be a ballot question in the 2010 General Election.  "At that time, Marylanders can assert their right to choose or not choose their healthcare plan and make their own healthcare decisions," said Pipkin.

 

"This resistance to big government ordering us to get coverage or pay a penalty has swept the country," emphasized Pipkin.  Virginia, Pennsylvania, Arizona, Missouri, Rhode Island, Indiana, Minnesota, New Mexico, North Dakota and Wyoming are some of the states joining in the fight to protect our individual rights from the reach of the federal government.

 

"The Obama Health Care Plan represents a monumental gain of power for the federal government.   As for the individual, the plan strips of our right to make our own healthcare decisions.  This should not be tolerated," said Senator Pipkin.

 

"For those of us who understandably fear the insatiable appetite of the federal government for power over the individual and the state, the Healthcare Freedom Act of 2010 provides the perfect vehicle to resist the federal plan," declared the Eastern Shore legislator.

 

Senator E. J. Pipkin (R. Upper Shore 36) has introduced The Health Care Freedom Act of 2010 "to keep big government from obliterating our individual rights with a federal plan that forces everyone to purchase health care insurance approved by the government or pay a penalty for refusing to do so."

SPECIFIC VOLUNTEER JOB DESCRIPTIONS WITH THE MONTGOMERY COUNTY REPUBLICAN PARTY

Positions include:

NEWSLETTER CO-EDITOR -  This person would work with the current newsletter editor, to gather and lay out material and graphics for two newsletters per month.  Any loyal Republican with an interest in producing a regular and informative online publication for fellow Republicans is welcomed to contact us at mdmcrp@comcast.net about this.    The co-editor would be trained in producing the newsletter on Constant Contact. 

PUBLICITY CHAIR -  This person would be a loyal Republican working with our Events Chair and Communications Director to provide publicity for County GOP events and fundraisers. The publicity coordinator will post the details of events in appropriate outlets, including the county GOP website and in the community calendar listings of local newspapers.

This publicity chair keeps track of  County GOP events posted on the mcgop.net website and enters the information on the online community events calendars at www.gazette.net and other local newspapers, where appropriate. Big events such as the Lincoln Day Dinner would merit inclusion in other outlets as well, such as community listings in the Examiner or the Washington Times.

WEBSITE TEXT CONTENT COORDINATOR-  The Website Support person would coordinate with the communications chair to regularly check the website www.mcgop.net in order to keep it current - particularly on three fronts:   the candidate listings, the events listings and the volunteer opportunity listings.   This volunteer would also keep abreast of any glitches in the website that need attention by the webmaster. 

WEBSITE PHOTO COORDINATOR - This person would from time to time review the revolving photos on www.mcgop.net in order to keep up a variety of interesting and informative pictures of local events and Republican candidates and activists.  If this volunteer is a photographer, he or she would be most welcome to showcase - and credit - any photos they would like to contribute. This volunteer would also look through the photos from sources already accessible to  Republicans, particularly the photos of political events at www.amberleafarm.com as well as those from other sources.  The photo coordinator would then caption and credit photographs, and send them to the communications chair for review and posting on the website - and for possible use in the newsletter.

DEGNER OF EVENTS FLYERS - is volunteer would have an interest in providing the MCGOP with visually pleasing and engaging graphics for upcoming events.  The flyer would be posted on the website and linked into the newsletter and also linked to gazette.net postings of our events.  This person would be contacted by the County GOP whenever the need arose for a flyer for a big event or fundraiser; for example, the Lincoln Day Dinner, the Grand Old Picnic, and the County GOP Convention.

COUNTY FAIR TENT COORDINATOR - The Fair coordinator will maintain a list of volunteers who will staff the tent at the Fairgrounds in Gaithersburg in two-hour segments during the agricultural fair in August.  That person will also make sure that the tent is supplied with Republican literature and voter registration forms.  He or she will also invite candidates to provide literature and visit the tent. 

CLUB LIAISON -  This person maintains a list of all of the upcoming events and fundraisers of the dozen or so Republican Clubs in the county.  The volunteer would also include any other item of interest that a club would like publicized through the County GOP.  This person will also make sure that those events are posted on the county GOP website.  

PRESS RELEASE CHAIR - This position should be filled by a loyal Republican who is very tuned into local issues.  This volunteer should be a writer who is able to quickly condense Republican concerns into a couple of sentences, then e-mail that statement to the chairman for review and sign-off.   Press releases are an occasional but very important part of our Communications mission.

CORRESPONDENCE COMMITTEE - MANY VACANCIES - chaired by Al Eisner -  The head of the correspondence committee leads the charge in building a local cadre of Republican writers and bloggers who can get the word out that "Republicans are here and watching what our government is doing."   This person will keep an updated list of contacts for media outlets - local papers, online blogs, radio talk shows - that should be exposed to the Republican message on a regular basis.

Please contact Al if you would like to work with him.  He has published 500 letters to the editor in the past five years and is a very effective activist for the GOP.

 "FIRST MONDAY COORDINATOR" - On the first Monday evening of each month, the Montgomery County Republican Party hosts an open house at which candidates for office and all interested Republicans can discuss issues of concern.  The First Monday coordinator would promote attendance at the event by contacting club presidents and legislative district chairs to spread the word.

Help WantedVacancies for Precinct Chairs in District 39


Do you want to get involved at the grassroots level in a very important election year? Are you concerned that you don't know how to do it? We will help you every step of the way. Attend Precinct Training, a two  hour class offered most months at GOP headquarters in Rockville. If your precinct already has a chair, please consider helping as co-chair or choose a nearby Precinct without a chair. You do not have to live in a precinct to be the Precinct Chair of that precinct.
